I think it has to do with Card-Jitsu.
its herbert when the hq was destroyed it said eat all the popcorn plan to catch herbert plan to find a new hq soon and take a look at the first letter at eat plan and find it ses EPF and the cave in mountain expedition the caves owner is herbert look at it very closely this is a job for the EPF hurry you might miss out

i have figured out who used to live here.its HERBERT!!!!!!!!!!!. Think there are changes to the spy phone. There are candles which herbert like to keep him warm. There are fish which he likes because he is a vegetarian.
